need specific newspaper article from Tampa Florida in 1971. how do I find free archives, without the library?

I live in Oklahoma. I can’t use Tampa library without a card. I don’t want to have to pay for a site. I need a specific article from a newspaper. Not sure which newspaper. Pretty sure it’s Tampa (Hillsburough county). Please help. Thank you. Everything I have found so far from the Tampa Tribune only goes back to about 1990 or 1991.
