When using the title of an article in your writing is the title underlined or put into quotes?

I am summarizing a Smithsonian Article and need to know whether to put its title in quotes or just underline it.

You place it in quotes because articles are works of literature that don’t stand on their own; however, the name of the magazine would be underlined because it can stand on its own. Just like an episode of your favorite television show is placed in quotes but the name of the show is underlined.
