When and when not to use the definite article?

I’m am not sure what rule governs the use of the definite article in relation to groups. Take these two statements:

The unemployed must be encouraged to find work.

Politicians are rather more self seeking than they ought to be!

In the first sentence ‘unemployed’ needed the article, but in the second ‘politicians’ did not. In both sentences we are talking about a group of people as a whole. So what rule governs the usage of the definite article?

I think “The unemployed” is a shortened form of “The people who are unemployed” and refers to a specific group of people. Another example of specific/general is to compare “Music is wonderful” and “The music of Bach is wonderful.” The first one is general, and the second one is specific.

“Politicians,” in your example, is used generally, where “The politicians belonging to the Whig party” or “The politicians wearing bowties” or “The politicians who have spent all of the money on programs that won’t work” would be specific.
