Referencing Magazine Articles Harvard

Is it legal to use quotes from books in an article?
I am writing articles for blogs and online magazines. I need to use extracts from books. Do I need permission from the author despite this is a non commercial attempt? I also use Harvard style reference system to let the readers know who is the author of the quote.
